The “Deem to Satisfy” Principle Explained

The core mechanism that makes SSIP so valuable is known as the Deem to Satisfy agreement.

Important Note: Under the “Deem to Satisfy” principle, if you have already completed a rigorous health and safety audit with one SSIP member scheme (such as CHAS), another SSIP member scheme (such as SafeContractor) will accept that assessment as proof of your competence.

This means you do not have to pay for and undergo a full secondary health and safety audit. You simply apply for a “Deem to Satisfy” certificate, which requires a much smaller administrative fee and no further safety checks, saving your business immense amounts of time and money.

What Are the SSIP Core Criteria?

To pass any SSIP-approved audit, your business must be assessed against the “SSIP Core Criteria.” This is a standardised set of requirements approved by the HSE, designed to ensure your business complies with UK health and safety law.

During an assessment, an auditor will expect to see robust, documented evidence of the following:

  • Health and Safety Policy: A legally compliant, up-to-date document detailing your organisation’s commitment to managing safety, signed by a senior director.
